Police Reporting

The FBI collects data for its yearly hate crime reports in two ways. It collects information from police departments, and from individuals across the U.S. Still, it is difficult to know exactly how many hate crimes take place each year.

The FBI collects information from about 160,000 people across the nation. These people are randomly selected to participate in interviews. They complete a questionnaire called the National Crime Victimization Survey (NCVS). But many issues can lead to inaccurate results even when gathering information from survivors themselves. What if people report a crime without saying that it could have been motivated by bias? What if they don’t trust that reporting a hate crime on a government form will actually help them?

Collecting accurate hate crime data from police departments can be challenging too. Police departments share hate crime data with the FBI through a program called Uniform Crime Reporting (UCR). Participation is voluntary. So there are no penalties for departments that do not participate. Out of 16,000 law enforcement agencies, just 2,000 reported hate crimes in 2017.
